New Federal Medical Certification Record keeping Requirements for Motor Carriers Effective January 30, 2015

transportationAn important change for motor carriers was implemented recently without much fanfare or print information.  A violation of the below stated federal requirements could lead to significant violations and fines imposed upon interstate motor carriers and drivers.

Effective January 30, 2015,  federal regulations require motor carriers to have a printed CDL Abstract for drivers who require a USDOT Medical Examiner’s Certificate as part of the driver qualification file.

The CDL Abstract (referred to as the ‘MVR’ in the attached copy of the federal regulation) differs from a regular driver abstract because it contains medical certification information from a driver’s USDOT Medical Examiner’s Certificate on file with DMV, as well as expanded driver history information regarding convictions, withdrawals and licensing actions.

Motor carriers can obtain an official driver’s CDL Abstract containing medical certification information by enrolling their drivers in the New York State Department of Motor Vehicles License Event Notification Service at:

Please note: A copy of the driver’s current USDOT Medical Examiner’s Certificate that was submitted to the DMV may only be kept in the driver file for up to 15 days from the issue date of the certificate, after which time employers must replace the USDOT Medical Examiner’s Certificate with the printed CDL Abstract obtained from DMV.

As part of the requirements, employers must continue to update driver qualification files with an annual CDL Abstract. In addition to the annual CDL Abstract requirement, employers must also obtain a new CDL Abstract each time a driver receives an updated USDOT Medical Examiner’s Certificate.
